The overall objective of the project of which this contract will be a part is to provide economical, fast, sufficient, safe and qualified rail transport services with lowest negative effects to environment. The purposes of this contract are: · to strengthen institutional, technical and administrative capacity of MoTMC · to improve the legislative and institutional harmonization in the railway sector with the EU acquis · to facilitate formation of a competitive, transparent and efficient railway sector by increasing the capacity of the DGRR which is the railways regulatory body under the MoTMC The results to be achieved under the project are: · Capacity at the MoTMC - DGRR for enabling a safe Turkish rail transport market is established · Legislation and organizational infrastructure are prepared for providing fair, competitive, safe, transparent, fast, economic and convenient railway transport · Regulatory regime for the supervision of the railway market established · Public Service Obligations are drafted · Professional capacity MoTMC - DGRR staff enhanced · Logistics road map & guidance document for MoTMC - DGRR is issued · Effective communication of MoTMC - DGRR and its services is managed Contract value: EUR 2 500 000 Duration of the contract – 24 months
