Short-listed for Lot 11 - Macro economy, Statistics and Public finance management

Framework contracts are mostly multi-year contracts in which groups of companies (consortia) become ‘preferred suppliers’ for TA services to the EC for a specific area of expertise, the so-called ‘LOTs’. Particular procedures vary between framework contracts and lots, but typically each lot is serviced by 4 consortia that are in turn invited – through a so-called Request for Services (RfS) – to submit proposals for a specific project. In a short proposal, each of these consortia offers a competitive team to the EC from their own staff, through their networks of partner organizations and/or by approaching freelance consultants. The objective of the Multiple Framework contract is to provide short-term operational services, which can be mobilised at very short notice, mainly on the spot for the exclusive benefit of third countries receiving external aid (Central and Eastern Europe, Balkans, New Independent States, Latin America, Asia, Mediterranean countries, Africa, Caribbean, Pacific etc.). The framework contracts are instruments for fast and transparent recruiting of experts for all activities within the project cycle. The individual projects under the framework contracts are limited in duration and budget with a maximum duration of one year. (Cross-) sectoral policies and reforms, f. (Cross-) sectoral and macroeconomic (economic, budgetary) appraisals/studies (incl. Public expenditure review), g. legislation, regulations and law enforcement, h. approximation of legislation (acquis communautaire), i. institutional building, j. training and research, k. awareness-raising, (incl. information and communication) l. information systems and technological issues m. gender issues, n. environmental issues o. HIV/AIDS issues (impact, prevention, mitigation). B. TECHNICAL DESCRIPTION A. Macro economy, Public finance, Central Banking 1. Financial sector regulation (incl. supervision of banking, insurance, pension funds, Stock exchange etc.) 9. Corporate governance issues (incl. standards on audits and accounting) B.
