The global objective is technical assistance to the Delegation in Croatia in its performance of ex-ante control related to implementation of IPA HRD Component in Croatia (BGUE 04 06 - Human Resources Development) in the field of database development. The specific objectives are as follows: 1) provision of technical assistance for review of the tender dossier submitted to the EU Delegation for ex-ante approval 2) participation as an observer at the evaluation of offers submitted under the launched tender Participation as an observer in evaluation sessions and provision of technical review of the tender dossier will assist the Delegation staff to adopt the decision on ex-ante approval of the tender dossier and the evaluation committee reports and prepare substantial comments for improvement of submitted documents if needed.
