As a part of the dissemination phase under the EU-financed project: Establishing Sector approach in pre-accession assistance, NTU consultants took part in the IPA Conference 2013, Instrument for Pre-Accession Assistance (2014-2020) in Brussels, which aim was to reflect on progress and discuss the IPA framework in more depth. NTU is currently supporting DG ELARG and IPA beneficiary countries in elaborating operational guidelines on the application of the sector approach in the enlargement context. Such guidelines aims to clarify how to develop programmes based on agreed priorities; how to link sector policy and strategy with the national expenditure planning process; how to develop in beneficiary countries a broad consultation mechanism at sector level that involves all significant stakeholders while respecting principles of ownership by beneficiaries of the assistance as well as flexibility in the definition of the scope of sectors. During the conference, NTU consultants provided the stakeholders with the overview of challenges and opportunities embedded in Applying the Sector Approach to the enlargement context.
