Water, Sanitation and Solid Waste
More than one third of the developing world population still does not have access to proper sanitation facilities. This appears as an urgent problem, considering urban areas in developing countries often miss access to drinking water, sanitation and waste services. Often, the aforementioned problems are due to a non-efficient management system, to a low percentage of access to sanitation services, and a low level of awareness. On the other hand, the absence of waste services affects the productivity of agricultural activities.
NTU is aware of these issues, and works actively with shareholders in order to provide sustainable solutions at organizational, financial and environmental levels. We provide action plans, technical assistance and support.
Support to the MeHSIP II Initiative, (2015-2018)
Egypt, Jordan, Morocco, Tunisia
The overall objective of MeHSIP II (Mediterranean Hot Spots Investment Programme) Initiative is to promote adequate and sound water, wastewater and solid waste management in the Southern Mediterranean region and to contribute towards achieving the Horizon 2020 goal of de-polluting the Mediterranean. The specific objective of the project is the development of water, waste water and solid waste projects aimed at ensuring natural resource efficiency; integrating climate action measures (adaptation and mitigation), and supporting the sustainable growth and job creation in the Southern Mediterranean region. The purpose of the NTU’s assignment is to support the EIB in identification and preparation for financing of key investment projects in the above-mentioned areas.
Activities carried out by NTU include:
- Develop the MeHSIP II Work Programme and Annual Action Plans
- Develop contacts with relevant national authorities in target countries and other key external parties with a view to identify development policies and priority projects.
- Identify and prioritise projects and associated TA needs which coherently support the MeHSIP II objectives.
- With respect to the projects identified, prepare ToRs for feasibility studies and supervise the implementation of such TA studies
- Provide advice to relevant promoters and water/solid waste authorities in the partner countries on project preparation and implementation matters
- Identify needs for capacity building in the targeted sectors and prepare ToRs and supervise the implementation of the TA/CB projects.
- Organise/provide capacity-building seminars and activities at national and regional levels.
- Prepare Programme reporting to funders and other relevant stakeholders.
- Contribute to the management of the project pipeline through monitoring and collection of key information on the projects’ progress, and to its dissemination via a dedicated web-site
- Represent the EIB at different events
The programme preparation and management support provided by NTU is instrumental to identification and preparation of high quality projects for the development of adequate and sound water, wastewater and solid waste management in the Southern Mediterranean region, contributing to the achievement of the Horizon 2020 goal of de-polluting the Mediterranean.
End-term Review of the intervention of Community Water Supply and Sanitation System in Peri-urban Low Income Settlements of Dar Es Salaam (2015-2016)

The overall objective of the project was to improve the living conditions of the communities in peri-urban areas of Dar Es Salaam city. The specific objective was to improve the provisions of clean, safe and reliable water supply and sanitation in selected project areas on a sustainable basis. The purpose of the end-term review carried out by NTU was to assess the performance of the project intervention with a particular focus on sustainability.
NTU performed a thorough performance assessment of all project components a follows:
- Design and installation of water supply systems in the selected peri-urban areas in a sustainable manner giving access to adequate and safe drinking water to the concerned population
- Improvement and piloting hygiene practices, sanitation facilities and services in the selected peri-urban areas ensuring that design and installation is amde in a sustainable manner
- Management, operationalisation and maintenance of water supply and sanitation facilities in an efficient, transparent and sustainable manner and ensuring the accountability to the users by the Community Owned Water Supply and Sanitation Organizations (COWSSOs)
- Documentation and dissemination to COWSSOs of innovative O&M models and technical options for management of water and sanitation infrastructure and services.
Findings and recommendations made by NTU contributed to improving the management and maintenance of the water facilities in a sustainable manner and reliable provisions of clean and reliable water supply and sanitation in the areas of Dar es Salam.
Final Evaluation of the Project for the Improvement of Water Quality in the Kaolack, Fatick, Kaffrine and Diorbel (PEPAM-AQUA) Regions (2013)

The overall objective of the project was to reduce the number of people without access to safe water in line with the Millennium Development Goals. The specific objective was to contribute to the improvement of the water quality of rural water supply in the regions of Diourbel, Fatick, Kaffrine and Kaolack. The purpose of the final evaluation carried out by NTU was to make an overall performance assessment of the project according to the OECD evaluation criteria (relevance, efficiency, effectiveness, coherence and sustainability), as well as the criteria for enhancing aid effectiveness, mutual accountability and ownership, and the environmental criterion.
NTU performed a thorough assessment of the project covering the following areas of intervention:
- Strengthening of systems and competences for improving water quality
- Improving the physical and chemical quality of the water
- Improving the bacteriological quality of water
The final recommendations made by NTU contributed to formulating and pursuing further actions towards the improvement of water quality and increasing the access to safe water in Senegal.
Final Evaluation of Water Supply Programme Regional Centres II (2013)
The overall objective of the Water Supply Programme Regional Centres Phase II was to contribute to poverty reduction of targeted populations of the important regional centres of Mwanza, Mbeya and Iringa. The purpose of the programme, which NTU assessed, was to improve access of the target groups to reliable, affordable and sustainable quality water supply and wastewater management services in the areas services by the three beneficiary Urban Water and Sewerage Authorities (UWSA).
Activities carried out by NTU included the following:
- Carried out an overall independent assessment about the past performance of the programme, paying particularly attention to the impact of the project actions against its objectives;
- Identified key lessons and practical propositions and recommendations for follow-up actions.
- Provided recommendations for the decision-makers in the Government and the relevant external co-operation services of the European Commission as well as information for dissemination to the wider public
Findings and recommendations provided by NTU supported the Government of the United Republic of Tanzania and the European Commission in enhancing planning and preparation of future projects contributing to further improvement of access to quality water supply and wastewater management services.
Final Evaluation of the Water and Sanitation Programme in Praia, Calheta and Mindelo, Cape Verde (2012–2013)
The overall objective of the program was to contribute to a better access to Water and Sanitation Services by the population of Praia, Calheta and Mindelo. The specific objective of the programme was the construction of Water and Sanitation systems for Praia, Calheta and Mindelo and provision of Water and Sanitation equipment for the operation of the systems. The purpose of the final evaluation carried out by NTU was to verify the correct use of funds made available under this program and consider whether the objectives and results reported in financing agreement have been met efficiently and effectively.
Activities carried out by NTU concerned the assessment of the program implementation including:
- The conditions and quality of its physical achievements
- The status of studies and technical assistance provided in relation to the supporting measures: program implementation, monitoring and technical assistance
- Administrative aspects: procedures of coordination, follow-up, reimbursement requests, service procurement execution and modalities, etc.
- Financial aspects including the consistency between invoiced amounts and eligible expenses
- Assessment of the level of access to Water and Sanitation services in Praia, Calheta and Mindelo and the impact of the program on living conditions of the beneficiaries
Recommendations provided by NTU contributed to enhancing the effectiveness of future programmes on improving access to safe water and sanitation and their impact on improvement of the living conditions and poverty reduction.
Technical Assistance to Solid Waste and Sanitation Component of the Tuvalu Water, Waste and Sanitation Project (TWWSP) (2011-2013)
The overall objective of the project was to contribute to building a healthy, economically and environmentally sustainable Pacific for future generations. The specific objective of the project was to improve waste management effectiveness and sustainability by offering a strong partnership between the EU and the government, providing low-technology solutions, low cost maintenance equipment and establishing sustainable funding mechanisms and efficient service delivery through private sector operators. The purpose of the NTU assignment was to provide technical assistance to the Tuvalu Government in implementing Activity 1 – Waste Management and Activity 3 – Sanitation of the 10th EDF Financing Agreement. It included supporting tendering and award of contracts for equipment, works and services, delivering capacity building for waste management and sanitation stakeholders and contributing to related community outreach programmes.
NTU’s activities included:
- Review of the sanitation and institutional and legal setup to identify the state and non-state actors, their roles and their needs in terms of equipment and capacity
- Work closely with the Government of Tuvalu and other international actors involved in sanitation in Funafuti, to support the selection of the alternative solutions to be implemented
- Contribute to the determination of a modality for the selection of beneficiaries for septic tank rehabilitation or compost toilets in Funafuti
- Optimization of collection and disposal of solid, recyclable and hazardous waste in Funafuti
- Quantify the EU EDF 10 intervention in sanitation in terms of supplies, works and services
- Support waste management and sanitation-related tendering and subsequent contract implementation for the EU intervention
- Provide a follow-up on the procurement and installation process
- Capacity building of state actors
- Analysis and evaluation of the feasibility of the proposed waste import levy to generate revenue to sustainably fund future waste services
The Technical Assistance provided by NTU assisted the Government of Tuvalu in successful implementation of the project achieving significant improvement in the waste management increasing commitment to the use of eco-sanitation systems, improvement of the public health and reduction of the environmental impacts.
Final Evaluation of the implementation of the Support Programme to Local Authorities for Water Supply and Sanitation (PACTEA) (2011–2012)
The overall objective of the PACTEA was to contribute to reduce poverty and improve population's health in rural and semi-urban regions through sustainable public water and sanitation services. The specific objective was the sustainable improvement of water supply and its quality for populations in 40 rural and semi-urban centres. The purpose of the NTU assignment was to carry out an in-depth programme evaluation to ensure the achievement of the objectives and expected results of the PACTEA and draw lessons from the past for future programs.
Activities performed by NTU included:
An assessment of the performance of the programme components:
- Improved drinking-water supply
- Improved management framework of public water and sanitation services
- Improved health and sanitation conditions
- Strengthened capabilities of local authorities and water and sanitation services
Additionally, on the basis of the achieved results, preparing a new investment programme, PACTEA II, including the Project Identification Fiche, the funding proposal and appendices including stakeholder participation.
Lessons learnt from the past programme and the new investment programme prepared by NTU contributed further to improvement of sustainability and quality of water supply for populations in rural and semi-urban centres as well as to the improvement of health conditions in the region.
Mid-Term Evaluation of the Mobilisation Programme for Water Resources and tools for developing drinking water supply systems in the region of Kayes and implementation of drinking water supply (2011)
The overall objective of the programme, as part of a larger intervention at a national level, was to contribute to reduce poverty and improve population's health of rural and semi-urban areas thanks to sustainable public water and sanitation services. The specific objective of programme focusing on the region of Kayes was was the sustainable improvement of drinking-water supply and its quality for the population situated in 25 semi-urban and rural centers of Kayes region. The purpose of the NTU assignment was to carry out an in-depth assessment of the programme performance and make recommendations for improvements if required.
NTU carried out the mid-term evaluation addressing the following aspects of the Programme:
- Evaluated coherence of actions in relation to programme objectives, attainment of results, quality of implemented actions, and obstacles encountered
- Assessed the competences and capacities of stakeholders intervening in the Programme, performance of management committees, involvement of regional institutions and populations.
- Established mi-term evaluation findings describing the used methodologies, results and impacts to date
- Formulated recommendations on specific efforts to be undertaken by the Ministry of Energy and Water in Mali.
Findings and recommendations made by NTU enhanced the effectiveness of the Programme interventions improving the sustainable development of drinking-water supply and population’s health in rural and semi-urban areas in Mali.
Interim Review of the Water Supply and Sanitation Sector Reform Programme (WSSSRP) (2010–2011)
The global objective of the programme was to increase access to safe, adequate, and sustainable water, sanitation and health services. The specific objectives of the programme was to provide support to institutional and policy reform and demonstrate innovative approaches to services delivery, including implementation of water supply and sanitation projects co-financed with the government in six focal States (Anambra, Cross River, Jigawa, Kano, Osun and Yobe State). The purpose of the NTU assignment was to carry out an in-depth assessment of the programme performance and give recommendations on the actions needed to enhance programme implementation, with a view to achieve the set results within the remaining period of the programme.
The interim review carried out by NTU addressed the relevance, efficiency, effectiveness and sustainability of the programme’s implementation, management and overall coordination and capacity for achieving the programme objectives. Specific activities included:
- A review and recommendations on the organisational and management structures of the programme (FPIU3, SPIUs, STUs, States reform taskforces and Unicef)
- A review of how the recommendations of the mid-term mission have been implemented and incorporated into the programme, lessons learned and recommendations for next actions.
- A review of the programme performance to date in relation to the defined objectives
- An assessment on how the WSSSRP reforms and activities have gained acceptance and ownership at the federal/state and Local Government levels.
- A review and recommendations on the effectiveness of the role of the partner federal and state level Agencies and ownership of the WSSSRP reforms by these institutions
- Investigation on the quality of information management and the effectiveness of visibility of the programme.
- Investigation on the appropriateness and effectiveness of stakeholder participation and gender mainstreaming in the programme.
- Identification of any new factors or changes influencing the needs, the effectiveness and sustainability of the outputs and recommendations on how to address such changes.
- Assessment of the capabilities of the Federal/State institutions, STUs and Unicef to achieve the results.
Findings and recommendations made by NTU enhanced the effectiveness of the programme to support strengthening of the managerial and institutional capacities to improve the delivery, of water supply and sanitation services to the populations and increase access to safe, adequate, and sustainable water, sanitation and hygiene services in Nigeria.
Reformulation of 4 Tender Dossiers for Works and Services under the Sanitation and Solid Waste Programme for Djibouti (2009)
The overall objective of the Programme was to contribute to reduce poverty and improve the life and health conditions of the population through a better and sustainable access to sanitation. The specific objective of the project was the rehabilitation of the Sanitation and Solid Waste system of Djibouti in order to improve the sanitation standards and hygiene of the population. The purpose of the NTU assignment was to reformulate 4 Tender Dossiers and provide technical assistance to the evaluation of the offers for Sanitation and Solid Waste works.
Activities carried-out by NTU included:
- Ensuring that the four Tender Dossiers are strictly compliant with the contractual procedures of the 10th EDF, namely the contractual procedures within the framework of the external actions as per the Practical Guidelines 2008 and its general annexes;
- Securing strict compliance between the supervision tasks as described in the future service contracts and the responsibilities described in the particular Tender Dossier provisions;
- Verifying specific assumptions made for the formulation the technical specifications: technology for the water treatment plant, requirements of 3 year exploitation assigned to the tenderer, choice of eurocode standards;
- Ensuring that the description of responsibilities, obligations and administrative procedures In the Tender Dossiers are kept separate from the technical specifications and price ranges and breakdown
- Providing Technical Assistance for the evaluation of the tenders, as an observer.
Support provided by NTU with upgrading of works tender dossier enabled completion of the planned Sanitation and Solid Waste works at high level of quality which contributed to the improvement of sanitation services and life and health conditions of the population of Djibouti.
Technical Assistance to FEMIP - Sanitation Project of the Sebou Bassin (2007–2009)

The overall objective of the project implemented under the Facility for Euro-Mediterranean Investment and Partnership (FEMIP) was to support the Mediterranean partner countries to face the challenges of the economic and social modernisation and to improve regional integration. NTU supported the achievement of the specific objective of the project that was developing waste water collection and treatment infrastructures in 17 urban centres and giving access to performant sanitation and waste water collection and treatment to urban populations that will contribute to improve urban environment and protect the hydric resources of the Sebou Bassin.
The activities carried-out by NTU included:
- Analysing the framework of each municipality (i) the proportion of the households subject to the “Participation au premier établissement (PPE)”, (ii) willingness and capacity of the owners and households to contribute, through the PPE and sanitation charges, to the recovery of costs associated to the development of the sanitation services (iii) involvement of the municipalities in the project implementation and (iv) local factors influencing willingness to pay the PPE.
- Supporting the National Drinking Water Office (ONEP) to define a communication strategy established in the project centres.
- Encouraging the dialogue between the stakeholders of the project and the establishment of the strategic partnership between ONEP and the municipalities engaged in the project through workshops.
TA provided by NTU to the FEMIP Programme supported the development of quality waste water collection and treatment infrastructures as well as the environment protection and improvement of socio-economic conditions in areas covered by the project.
