Multi Sector Infrastructure Development
Transport sector development is becoming a priority worldwide. It is in fact through development that societies can improve their welfare, thanks to better political, social and economic conditions. When transport sector development programmes are implemented efficiently, economic and social benefits appear as a result of the taken actions. NTU International is involved in a wide range of development programmes within transport. The focus is not only on transport policies and plannings, indeed particular attention is driven towards harmonization and approximation of national and international rules and legislations. Further, NTU provides to its clients technical expertise in the prioritization of investment projects and PPP schemes.
In the field of transport development, we have pluriennal experience in technical assistance, which covers also intermodal transport and logistics centers and transport information systems. At the same time, development programmes in the field of transport are implemented in accordance with actions devoted to a green and sustainable transport.
NTU´s key success factors in transport sector development are stakeholders involvement, focus on good governance and particular attention to local context.
Implementation of the “Support to the Transport Sector Development Programme”, Lot 1: Support to the African Union Commission (AUC) in Transport Policy Harmonization and Transport Sector Services Development & Support to PIDA PAP for the Start-up of Smart Corridor Activities (2015-2017)
The overall objective of the programme is to contribute to the achievement of inclusive political, economic and social development through enhanced regional integration of ACP countries with focus on Sub-Saharan Africa, and to provide support for achieving the SDGs. NTU supported the African Union Commission in achieving the specific objective of the programme that was to contribute to strengthening of Africa wide capacity to regulate, organize, promote and finance improved inter-regional and continental transport infrastructure and services through interconnectivity across regions by promoting safe trans-boundary transport corridors and harmonized transport policies.
NTU provided technical assistance to the AUC Department of Infrastructure and Energy, acting as the Delegated Regional Authorizing Officer for the Transport Sector Policy Support Programme, focussed on increasing the sector management capacities and facilitating the implementation of PIDA-PAP (Programme for Infrastructure Development in Africa - Priority Action Plan). The regional coverage of the programme was ACP Group of States with a focus on Sub-Saharan Africa and leverage effect to the Caribbean and Pacific regions. NTU supported implementaion of the two main programme components:
- Support to the AUC in the field of transport policy harmonization and transport services development, encompassing the following activities:
- Development of a Continental Transport Policy Paper, covering specific policy measures and actions on road, rail, waterborne, air, intermodal and urban transport.
- Capacity Building Program
- Project Management and Monitoring of the PIDA-PAP
- Transport Sector Governance
- Transport Sector Financing and PPP/Private Sector involvement and resource mobilization
- Road Maintenance Strategy and Action Plan implementation
- Harmonisation of Road design norms and standards and Vehicle and Axle Load standards in TAH (Trans-African Highways) and axle load management strategies
- Road Safety management strategies including support with the implementation and monitoring of African Road Safety Action Plan
- Sustainable Transport and Climate Change challenges with focus on adaptation and mitigation policy frameworks and climate finance access;
- Support the transport pillar of the thematic Infrastructure Agenda (Energy, Water, Transport, ICT) under the 2014-2017 Roadmap of the Joint Africa-EU Strategy
- Support to PIDA PAP for the start-up of smart corridor activities, encompassing the following activities:
- African Transport Corridors Performance Assessment
- Corridor Coordination and Management models development
- Trade and Transport Facilitation programmes review and development of TTF system and measures to be integrated into the Smart Corridor Concept
- Development of two Smart Corridor Pilot Projects
The support provided by NTU assisted the AUC to enhance its strategic management framework in the field of transport policy harmonization and transport services development, as well as enabled launching of the PIDA PAP smart corridor activities with preparation of a flagship project ready for implementation.
Implementation of the “Support to the Transport Sector Development Programme”, Lot 2: Preparation of Comprehensive Transport Sector Guidelines (2015-2016)
The overall objective of the programme is to contribute to the achievement of inclusive political, economic and social development through enhanced regional integration of ACP countries with focus on Sub-Saharan Africa, and to provide support for achieving the SDGs. The purpose of the NTU assignment was to provide the African Union Commission (AUC), the Regional Economic Communities (REC), the Corridor Authorities and the African countries with a readily available and common source of reference document to assist their efforts in identifying, developing and implementing inter-regional and continental transport infrastructure projects and improving interconnectivity across regions by promoting safe trans-boundary transport corridors and harmonized transport policies.
NTU reviewed relevant publications and studies of development partners, identified best practices and guiding principles and developed a set of guidance material on various transport themes focussing on ensuring safe and sustainable transport infrastructure and service provision in Africa, while placing as central the development of African regional transport corridors. The regional coverage of the project includes ACP Group of States with a focus on Sub-Saharan Africa and leverage effect to the Caribbean and Pacific regions
Volume One develops a Regional Transport Corridor policy for assessing, improving and monitoring corridor performance with the objective of ensuring corridor sustainability and good governance as well as efficiency and reliability of corridor use in order to facilitate trade, competitiveness and economic growth.
Volume Two focuses on Corridor Management Institutions (CMIs) as the appropriate institutional framework to promote and coordinate efficient corridor operations and development. It includes:
Volume Three covers Land Transport Corridor Infrastructure. It reviews the key land transport modes (ports, roads, railways, inland waterways) and identifies the main policy measures for each mode and the set of actions required for achieving an efficient corridor system, as well as the infrastructure financing requirements through the introduction of the Public Private Partnership (PPP) as a way to encourage private sector involvement in transport infrastructure development and maintenance.
The Guidelines prepared by NTU provide the African policy and decision makers with a comprehensive strategic policy framework for the improvement of the operation of land transport corridors in Africa, which once implemented would allow reduction of transport costs and increased inter-country and regional trade within Africa, leading to economic growth and greater prosperity for all.
Training Needs Assessment and Human Resource Development Programme in the Transport Sector (2016)
African Development Bank
The overall objective of the Transport Sector Development Project, financed by the Fragile States Fund (FSF) of the AfDB, is to enhance the institutional setup, streamline the transport infrastructure development, improve human resource capacity and strengthen the project management and implementation capacity as the basis for the sustainable development of the transport sector and economic diversification in South Sudan. The specific objective of the project was to create a critical mass of professionals in the transport sector to ensure sustainable rolling out of the huge development of the transport infrastructure and services in the South Sudan. The purpose of the NTU assignment was to conduct a Training Need Assessment (TNA) and develop a Human Resource Development Programme (HRDP) Strategy to assist the Ministry of Transport, Roads and Bridges in further implementation of the project.
NTU assignment included:
- Training needs assessment (TNA) in terms of identifying existing gaps in knowledge and skillset required in both government structure and the private sector;
- Forecasting of the human resource requirements at various managerial and technical levels both in the government institutions and private sector in the short, medium and long-term;
- Identification and assessment of the existing in-country capacity of institutions for training and mentoring professionals in the transport sector;
- Preparation of the Human Resource Development Strategy and Program (HRDP) staged with short, medium and long term implementation time frames;
- Recommendations on the training packages for imparting knowledge and skills identified as gap for effective implementation of the transport sector;
- Identification of opportunities for policy level support to help create an enabling environment at national and state levels;
- Examination of possibilities within the country and from development partners and identification of opportunities of leveraging resources for financing the human resource development program.
Support provided by NTU in conducting the Training Needs Assessment provides the basis for the development and subsequent implementation of the Human Resource Development Programme, being this a critical step for the development of the transport sector and overall economic development of the South Sudan.
Transport Sector Strategic Development Plan, Kiribati (2014-2016)
The overall objective of the project is to underpin the Government of Kiribati in fulfillment of its strategic policy goals in the transport sector ensuring continuous provision of high quality transport services responding to the mobility and accessibility needs of the country’s population as well as supporting trade, commerce, education, health, employment, tourism and economic development of the county. NTU assisted the Ministry of Communication, Transport and Tourism Development to achieve the specific objective of the project, which was to prepare a Transport Sector Strategic Development Plan and options for reform of the transport sector that will enable air, maritime and land transport sub-sectors to operate efficiently and effectively, ensure safe, reliable and economically sustainable transport services, increase transport infrastructure resilience against untoward events and climate change, and fully meet the mobility needs of the people of Kiribati.
Activities carried out by NTU include:
- Baseline assessment of the institutional, financial, legal and administrative framework and the current state of capital expenditure in all transport subsectors;
- Community consultations to assess people’s transport requirements and expectations;
- Transport Modelling including demand analysis and forecasting of current and future mobility needs and comparison with current and planned levels of infrastructure supply, available resources and geographic constraints, and determination of infrastructure gap.
- Develop proposals in each key sub-sector for ensuring sustainability and viability of the sector; and
- Preparation of a Transport Strategic Development Plan and Implementation Plan, accompanied with a Priority Investment Plan listing actions, which could be implemented in the short-, medium-, and long term, including investment cost estimates.
In addressing the Government’s strategic policy goals, NTU paid particular attention to cross-cutting issues such as: ensuring transport development initiatives properly address Gender issues and the access needs of poorer and Disadvantaged Groups in Kiribati society; ensuring Universal Access status, with particular focus on the needs of the disable, infirmed, elderly and blind people to access services in the transport network; basic Connectivity needs given Kiribati’s geographic isolation and dispersed population; Community Service Obligations; cost recovery options to ensure Financial Sustainability of transport infrastructure; current and future Affordability of services to users; regulatory functions, Safety oversight and enforcement mechanisms; mitigation of Climate Change impacts on the transport network; and Government’s capacity constraints and development of administratively and financially realistic solutions.
The strategic documents developed by NTU have proved to be pivotal to the enhancement of the efficiency of the transport sector in Kiribati and the Government’s action to effectively meet the mobility needs of Kiribati’s people.
AMBER-ULV - Study on Light Urban Electric Vehicles (2013–2016)
The project AMBER-ULV (Automotive Mechatronic Baseline for Electric Resilient Ultra-Light Vehicles) was financed by the EU 7th RTD Framework Programme under the European Green Cars Initiative, which overall objective is to promote green transport through green vehicles and mobility system solutions which match the major societal, environmental and economic challenges ahead. The Study carried out by NTU was instrumental to the achievement of the specific objective of the project that was to develop a demonstration project focusing on development of technologies allowing efficient use of clean energies and energy efficiency solutions in the transport sector.
The research study addressed collectively the following aspects for the successful development of Light Urban Electric Vehicles:
- Developed optimised weight through innovative materials and system integration
- Safe design to achieve similar occupant safety level than in normal passenger cars
- Devised extremely low energy consumption options
- Configured an assembly line based on low energy consuming manufacturing processes.
- Developed new business approaches, based on reasonably low budgets and leading to novel supply chains.
NTU developed and integrated several innovative concepts, resulting from previously successfully completed R&D projects, and new business models for Ultra-Light Vehicles, thus giving a socially acceptable answer to social and safety concerns.
NTU contributed to the promotion of electric vehicles by closing the gaps with fuel-propelled vehicles in terms of safety and performances, while maintaining a convenient and affordable price to quality ratio.
Technical Assistance to the Transport Sector, Montenegro (2010-2012)
The overall objective of the project was to contribute to economic growth of Montenegro and facilitate trade flows with neighbouring countries by improving the efficiency and effectiveness of its road, rail and air transport services and facilities. NTU supported the achievement of the specific objective of the project that was to: (i) improve the capacity of the Montenegrin transport administrations to implement legislative, institutional and budgetary reforms that will improve maintenance and safety standards on the existing transport network; (ii) improve the capacity of the administrations to effectively manage implementation of IFI’s investment projects in the transport sector; (iii) strengthening of the Road and Maritime Transport Authorities responsible for the road, maritime and logistics sector, and support establishment of a fully operational Civil Aviation Agency (CAA) and a Railway Directorate.
Activities carried out by NTU included:
- Legal Gap Assessment and support with the approximation of legislation with the EU directives (road, rail, civil aviation and maritime legislation)
- Specific technical assistance for harmonisation of Law on Road Transport with the directives of the European Union(2004/54/EC Directive) in the area of road safety: particularly transposing the requirements prescribing the safety standards for roads and tunnels in national legislation; and making amendments to the Law on Road Transportation Safety to improve the methods and efficiency for enforcing special security measures in the area of inquiry and control of drivers, vehicle speed control, driving license etc.
- Support to the institutional reorganisation of the MoTMAT and Transport Directorate responsible for road and railway infrastructure and services;
- Support to increasing the effectiveness of the operations of the Railway Infrastructure Joint Stock Company (ZICG);
- Support with establishment and development of autonomous civil aviation unit;
- Support to various transport authorities in preparation and implementation of large investment projects.
Through targeted TA interventions provided to the transport administrations, NTU contributed to improvement of the transport services provided to the Montenegrin population and fostering of the Montenegro’s regional integration with the neighboring countries.
Support to the implementation of the Regional Transport Action Plan (RTAP) for the Mediterranean, ENPI South region (2010-2012)
Algeria, Egypt, Jordan, Israel, Lebanon, Syria, Morocco, Mauritania, Tunisia, Palestinian Authority + Croatia, Montenegro, Albania and Turkey
The overall objective of the project was to set up of an integrated, efficient, safe and secure transport system in the Mediterranean region, recognized as a key factor for stability and development of the region and the increase of intra-regional trade. The purpose of NTU’s assignment was to support the implementation of the RTAP in order to facilitate operation of the Euro-Mediterranean Transport Forum and its working groups through the provision of scientific and technical expertise and organizational support.
Activities carried out by NTU included:
- Support to the Ministries of Transport and governmental institutions of ENPI South countries in developing safe, secure and sustainable transport policies
- Support regulatory and institutional reforms through modernisation of public administration, organizational restructuring and strengthening of administrative capacities in the transport sector;
- Technical Assistance in infrastructure planning, investment needs assessment and financing of current and future projects planned in the region
- Technical support for enhancing the safety and security standards in road, rail and maritime sectors;
- Support with Monitoring of the RTAP implementation
- Support the coordination of the Euro-Mediterranean transport dialogue
The assistance provided by NTU supported the development of integrated, efficient, safe and secure transport systems in the Mediterranean region.
Development of the European Transport Policy Information System (ETISPlus) (2009-2012)
The objective of ETISplus project was to support strengthening of common transport policy framework at the European level through further development of the Transport Policy Information System. Transport Data users (policy makers, transport analysts and modelers) frequently encounter problems of data interpretation arising from the heterogeneous methodologies associated with the available data sources. The purpose of the NTU assignment was to support with development of an evaluation methodology and indicators framework for the transport sector and streamlining the collection, storage and retrieval of good quality input data to support transport modelling, as well as for enhancing the knowledge management tools and innovation in the transport sector.
Project activities included:
- Information integration and development of consistent data sources covering: Passengers and freight; all modes of transport; Demand and supply;
- Development of a framework for the collection and dissemination of transport-related data that can be used for transportation planning purposes and projected in GIS programs;
- Development of intelligent transport systems (ITS) applications to provide data feeds;
- Support the development of the TRANS-TOOLS that use as the main data source the European Transport Network Model
- Designing of a knowledge base one-stop-portal for accessing the ETIS database and project and data related documentation.
- Development of a business model in order to ensure self-sustainability of the system.
NTU supported the development of ETISPlus that builds a bridge between official transport statistics and applications in the transport policy formation, thus providing the European transport policy makers with a powerful tool for strengthening the common transport policy framework in the EU.
International Logistical Centres for Western NIS and the Caucasus (2009–2011
Armenia, Azerbaijan, Georgia, Moldova, Ukraine
The overall objective of the project was to support international trade and facilitate the movement of goods along the TRACECA corridor through improving logistics capabilities, interoperability and multi-modal transport. NTU supported with the achievement of the specific objective of the project that was to identify relevant opportunities for the development of logistic activities to be implemented on TRACECA corridor in the five beneficiary countries.
The project activities performed by NTU included:
- Logistics Network and Infrastructure Analysis
- Needs assessment and surveys of the current logistical capabilities
- Identification, Prioritisation and Ranking and Promotion of priority investment projects
- Feasibility Studies and development of preliminary design and specifications for equipment and investments in the selected international logistic centres
- Elaboration of business and organisation plans, financial and economic analyses in order to promote realistic and sustainable projects for further investment.
- Development of private public partnerships models
- Development of solutions for efficient customs services.
NTU supported the development of logistical capabilities in the region for boosting the multimodal transport along the TRACECA corridor.
Baltic Tangent Transport Strategy (2005-2008)
Estonia, Latvia, Lithuania, Poland, Germany, Finland, Denmark, Sweden and Russia

The overall objective of the project, financed by the INTERREG III-B Neighbourhood Programme, was to foster sustainable economic growth and social cohesion of the countries of the Baltic Sea Region through improvement of the accessibility of the peripheral locations to the main TEN-T corridors traversing the Northern Europe. The Baltic Tangent is defined as the sum of all tangent routes linking the remote areas to the primary transport networks, as a basis for improved preconditions for socioeconomic development of the area that was to a large extent dependent on long access routes often of low quality. NTU supported the achievement of the specific objective of the project that was the improvement of land and maritime transport infrastructure and services and the development of a network of logistic centers as a means to support economic development and competitiveness in the Baltic Sea Region and strengthening of the labour market.
Project activities included:
- Analysis of current transport policies in the region and the business practices in the remote areas
- Development of proposals on how road, railway and maritime traffic links to the main transport corridors (TEN) can be improved
- Identification of the main transport nodes and infrastructure gaps in the secondary transport network in the Baltic Tangent countries
- Spatial planning for development of main intermodal transport infrastructure facilities and formulation of proposals for concrete investments for logistic centres improvements
- Development of proposals for elimination of bottlenecks and also test and try pilot actions targeting development of economic corridors in region.
- Development of a Comprehensive Transport Strategy for the Baltic Tangent, a partnership and an action plan for implementation of improved transport infrastructure network linking the Baltic States and Scandinavia to the main TEN north-south transport corridors.
- Support the tripartite dialogue between government authorities, business community and transport operators for the optimisation of existing transport systems and development of transport logistics solutions enabling efficient trade flows
- Support cross-border and trans-national cooperation for the regional development of the Baltic Sea region
- Training in transport strategy development, spatial planning and investment planning, and dissemination of Baltic Tangent transport concepts and logistics solutions.
NTU contributed to development of a Transport Strategic Plan combining transport planning and new transport logistics solutions for enhancing the role of the secondary transport networks and ensuring their integration into the TEN-T, which is key to the economic growth and social cohesion of the peripheral regions of the EU.
Development of Intermodality in the Motorway of the Northern Seas (NMC II) (2005-2008)
North Sea Region Countries and Russia

The overall objective of the project was to reduce congestion on road network through the development of competitive intermodal transport solutions enabling cargo transfer from road to sea transport. NTU supported the achievement of the specific objective of the project that was to develop efficient and sustainable intermodal transport solutions to support integration of the Northern Maritime Corridor into the Trans-European Transport Network (TEN-T), thus connecting the coastal areas and the manufacturing industry in the North Sea basin with industrial zones in the Barents region.
The Northern Maritime Corridor (NMC) is the sea-based transport corridor that stretches from Northern Norway and North West Russia to the Continent.
The project includes the following activities:
- Analysis of the framework conditions for sea-based and intermodal transport in the North Sea countries, with a particular attention to price structures and other regulatory and market conditions that disfavour sea-based and intermodal transport.
- Developing scenarios for future container transport and a strategy for promotion of short sea shipping services.
- Developing a strategic plan for development on intermodal linkages between ports and inland waterway terminals and rail and road transport
- Developing the technical and financial requirements for integration of the NMC Motorway of the Sea as part of a continuous intermodal transport chain.
- Increasing the use of suitable and compatible transport information systems and promoting common standards for electronic transmission of relevant data.
NTU contributed to the development of efficient intermodal transport solutions for integrating the Northern Maritime Corridor into the TEN-T network.
Development of a Transport Information System for the Baltic Sea Motorways (BaSIM) (2006-2007)
Baltic Sea Region Countries and Russia
The overall objective of the project was to enhance cooperation between Baltic Sea countries, including the Russian Federation, through optimisation of the transport systems and enhancement of the competitiveness of the region. NTU supported the achievement of the specific objective of the Baltic Sea Information Motorways (BaSIM) project that was to develop the maritime transport and multi-modality covering hinterlands and logistics centers in order to create a sustainable basis for investments in the region and promotion of transnational economic co-operation.
Project activities included:
- Transport planning covering roads, railways, harbours, inland waterways and intermodal infrastructures
- Feasibility Study on the newly proposed maritime freight transport corridor concepts and strategies, including an assessment of the political opportunities in making a framework for maritime transport corridors development in the Baltic Sea
- Development of the standardised ICT architecture and user requirements for BaSIM (Baltic Sea Information Motorways)
- Assessment of the new BaSIM Information System interoperability and testing of two implementation cases.
NTU contributed to this major project with transport planning studies for development of an integrated transport information system for the Baltic Sea Motorways that supports the development of efficient multi-modal transport services and the economic integration of the region.
