The global objective of this project is to carry out a MTR of the urban planning programme in Togo so as to identify the lessons learned and come up with actions to be implemented and thus, improve the project`s implementation.
The specific Objectives are:
• To assess the achievements of the global objective.
• Evaluate the relevance, effectiveness and efficiency of the methodology and implementation approach currently used.
• Evaluate the organization and operation of the program.
• Evaluate the program's impact on beneficiaries.
• Assess the ownership and sustainability of the program.
• Assess the support of the T.A (Technical Assistance to the agencies (AGETUR & CITAFRIC)) and to the project in general.
• Assess the involvement of agencies in project implementation and performance.
