Worldwide - BTC Partner Countries

The aim of BTC is to contribute to poverty reduction in the countries where it operates through provision of technical and financial support to its partner countries for achieving the development objectives. In this context, BTC has developed an evaluation system as part of the delivery effort in order to obtain quality data that on the one hand, value the results achieved, and on the other hand, analyze the development processes that have led to these results. BTC's evaluation system consists of mid-term evaluation and the final evaluation. The purpose of the Framework Agreement is to carry out mid-term and final evaluations of projects and programs implemented by the Belgian Technical Cooperation and its partner countries in the infrastructure sector.

The infrastructure sector included the following sub-sectors:

  • Water and Sanitation,
  • Energy,
  • Construction (buildings for social, education healthcare and administrative use),
  • Transport,

The geographical area of the contract covers all countries where BTC works together with its partners worldwide.

The evaluations were carried out according to OECD criteria: relevance, efficiency, effectiveness, sustainability, and impact, in addition to coherence, harmonisation, alignment, management for results, accountability, ownership, and cross-cutting themes of gender, environment and social economy.

The aim of the evaluations was to ultimately increase accountability of partner countries, stakeholders and donors in the broad sense on the performance of interventions and the use of public funds to achieve development results. Evaluations also contributed to evidence-based decision-making at all levels and by all stakeholders, At the same time, the evaluation results contributed to draw lessons from the implemented interventions and develop a "knowledge capital" on the development processes in general.
